allows electronic documents to be referenced in a stable, globally unambiguous and non-location-dependent manner.
It guarantees reliability in citing sources even if the
Uniform Resource Locator (URL) changes.
This is why URNs are suitable for permanently guaranteed citation in scientific papers.
